In 1926 the beds of the Taupo waters were declared to be Crown property.
This arrangement was revisited in the early 1990s and in keeping with the spirit
and intent of the Treaty of Waitangi, in 1992 the Taupo Waters were revested in
Ngati Tuwharetoa.
It was agreed that the beds of
Taupo waters would be managed and administered in partnership between the Crown
and Ngati Tuwharetoa. This led to the establishment of the Taupo-nui-a-Tia
Management Board.

The management board was set up in 1996 and given a mandate to manage and
administer the beds of the Taupo waters, in partnership between Ngati Tuwharetoa
and the Crown.
These two partners each appoint half of the eight-member Board.
The Tuwharetoa Maori Trust Board (TMTB) appoints four people to represent the
interests of Ngati Tuwharetoa.
The Minister of Conservation appointees represent
the public’s interest and are from Environment Waikato (EW), Taupo District
Council (TDC) and Department of Conservation (DOC).
